They write that “while the plan is long on ideas and thus far short on implementation, the proposals, if enacted, could bring unprecedented reforms to the Saudi economy — and profound change in the kingdom. The blueprint signifies first and foremost that at least some in the Saudi royal family recognize that the kingdom’s current trajectory is unsustainable, and that change, or at least the appearance of it, is needed.”
