The report examines the integration and cooperation between the intelligence community and special operations forces in the years leading up to and after the terrorist attacks on September 11, 2001.

In War on the Rocks, Celeste Ward Gventer compares the Trump Administration's Space Force to organizational constructs the Department of Defense has pursued in the past. She discuss the option of creating a “space corps” inside the Air Force, establishing a functional combatant command, and creating a whole new branch of the U.S. military. In the end she concludes that a new service “is as likely to bog our efforts in a new bureaucracy as it is to focus them.”
