Can the U.S. Embrace India, Welcome Modi, and Reject Religious Persecution?

In a landslide victory, India recently elected Narendra Modi of the Bharatiya Janata Party (BJP) as its next prime minister. This brings challenges for American foreign policy because Modi was denied a visa to visit the United States in 2005 because of his role in the massacre of over 1,000 Muslims in 2002.
