Trump Administration’s National Security Strategy and Its Implementation

Popescu, who currently is an Assistant Professor of Political Science at Texas State University, writes “While common in some parts of academia and the think-tank world, the idea that pursuing a long-term grand strategic design such as the NSS is key to the formation of successful strategy betrays a naïve understanding of both how the U.S. government works, and also of what leads to successful outcomes in world politics.” 

He argues that a different model of thinking, called “emergent strategy,” more closely parallels the reality of successful strategy.
