Dr. Eisenman argues that the potential benefits of the new investment must be weighed against the risks, “China will have to become further entwined in local politics.” As part of its “One Belt, One Road” policy, a modern-day Silk Road, China seeks to expand its global reach to Sri Lanka, a country suffering from a recent debt crisis. China forgave over $1 billion of Sri Lankan debt in exchange for equity shares in the deepwater Hambantota port. Dr. Eisenman warns that “it’s folly to take equity stakes.”
