Is the War Model of Counterterrorism a Failure?

Responding to a recent New York Times piece, Prof. Chesney argues that previous counterterrorism policy and its critics deserve serious attention. He dissects the argument and concludes that the New York Times piece was “unpersuasive” and “overarching.” He writes “the implication is that our policy is failing…[however] there are so many complications that bear on the question.”
