Doctoral Fellow publishes two chapters on corruption in Afghanistan

Alongside writing partner Tim Sullivan, Carl discusses the complexity of criminal patronage networks in Afghanistan in Criminalized Power Structures: The Overlooked Enemies of Peace, edited by Michael Dziedzic, and in Impunity: Countering Illicit Power in War and Transition, published by the National Defense University. They write “together, systemic corruption and organized crime undermined efforts to build Afghan institutions, consolidate security gains, achieve political progress, encourage economic growth, and create conditions for enduring stability.” They conclude that “the international community’s failure to coordinate countercorruption and make it a priority in the first eight years after 2001 was costly, forfeiting critical opportunities and handicapping subsequent efforts.”
